Title
HORIZON-CL4-2026-04-DATA-06- — Industry partners sought for multi-sector validation of sovereign synthetic data platform (health, defence, manufacturing, finance, mobility, HR, energy, govtech, retail)
Abstract
a French data intelligence leader providing sovereign technology solutions to enterprises and governments, is building a consortium for the Horizon Europe call HORIZON-CL4-2026-04-DATA-06 "Efficient and compliant access to and use of data." The project aims to develop a European-sovereign multi-modal synthetic data platform capable of generating high-fidelity synthetic text, speech, and vision data while ensuring full regulatory compliance (GDPR, EU AI Act, Data Act). Current market analysis reveals that 90% of synthetic data solutions address only tabular data, leaving critical gaps in unstructured data generation for AI training. Problem Addressed European organisations increasingly require synthetic unstructured data for AI development, yet face: - Dependence on US hyperscalers (sovereignty risks under Cloud Act) - Lack of compliant multi-modal generation infrastructure - No integrated explainability documentation for AI Act - Limited European alternatives for text, speech, and vision synthesis Technical Objectives The platform will integrate: - Generative AI models (diffusion, transformers, GANs) for multi-modal synthesis - Differential privacy mechanisms with auditable privacy budgets - AI Act-native explainability documentation generation - Sovereign deployment options (on-premises, EU cloud) - (Optional) Gaia-X Trust Framework compliance and IDSA data space connectors Consortium Structure ChapsVision will coordinate 10-12 partners across EU Member States, leveraging its existing platforms. Programme Framework - Call: HORIZON-CL4-2026-04-DATA-06 (Innovation Action) - Total budget: 50M€ (3 projects expected) - Project budget: 12.5-25M€ - TRL progression: 6-7 ? 8 - Duration: 36 months Timescales - Expression of Interest deadline: 31 January 2026 - Call deadline: 15 April 2026 - Project start: Q4 2026 (estimated) Partner Sought We seek Large Enterprises or innovative SMEs/Mid-caps that: - Have concrete AI/ML projects constrained by data availability or privacy - Can commit real datasets (anonymised) for synthesis validation - Will deploy synthetic data in production or pre-production environments - Bring domain expertise to shape platform requirements - Are willing to publish use case results (with appropriate confidentiality) Priority Sectors We seek partners from the following domains, listed by priority: 1. Health and Biomedical Research: Synthetic EHR, medical imaging, clinical notes for AI diagnostics 2. Defence and National Security: Synthetic intelligence data, simulation scenarios, secure environments 3. Industry 4.0 and Manufacturing: Synthetic quality data, predictive maintenance, supply chain 4. Banking, Finance and Insurance: Synthetic transactions, fraud patterns, risk modelling data 5. Autonomous Mobility and Smart Cities: Synthetic sensor data, traffic patterns, urban simulation 6. Recruitment and Human Resources: Synthetic CVs, interview data, workforce analytics 7. Energy and Critical Infrastructure: Synthetic grid data, smart meter patterns, anomaly scenarios 8. Public Administration and GovTech: Synthetic citizen records, service interactions, policy simulation 9. Retail and E-commerce: Synthetic customer behaviour, transaction patterns, inventory data
